Is it best to place seedlings in a east or south facing window?  Can either be used without using a grow light?

I'd use the south facing window. I have succesfully grown chiles without lights for a few years.

I would say the window with most sun is the best (Probably east window). You can grow chilies without grow lights. But the results are not always that good. But it depends so much on what chilies you grow.
