Something was going on raly bad with those chilis.
Nerves turned brown to black, leafs curled, and.........see yourself.

That aren't my plants, but someones' I know. He's gotta huge problem here.
Some symptoms indicates it like economy of phosphor turned wrong way, but maybe it's some virus?

Very strange, never seen that to happen. Did you use very strong fertilized soil or something?
I think even that wouldn't be the reason, so a virus might be a possibility.

Do you use just sun for your plants or some artificial lights too?

Even that first pics has symptomps with curled leaves. Kinda looks like plants I had under UV fluorescent tube several years ago...

Can you tell more about the soil and lightning?

That looks like too fertilized peat soil. Maybe the manufacturer's mistake not to mix the soil properly after adding fertilizers. Or pH of the soil is incorrect.

I don't nothing about the light, as I've written plants aren't mine.
I'll contact this guy and ask a little bit more.

I guess he should just dig them off from this soil and set to another soil. That's it

And what do You say about these bugs? I haven't seen those flies nowhere else. Maybe they're harmless but larves may not.
Do You know what it is? And how to deal with it?

THOSE PLANTS AREN'T MINE TOO, but 'd like to know as much as I can get, and You've got HUGE knowledge about chiles.

I'd eliminate them. I can't recognize them but they look like winged aphids. And do not look like harmless or predatory insects.

I thought it was some var. of fly but then I looked again at the photo and saw the scale of little flower bud which were looking very big on it.

This one looks similar

One guy from our polish board uploaded few photos of his plants. He's got chiles in all rooms, but in one of them
plants looks like disaster. Youngest leafs started to roll-on, flowerbuds fell off, and they've started to look like sticks.
What could be wrong here? Lack of Calcium? Huge overfertile? Mold? Fungus?

I think the  plants with deformed and stunted tips
[the images from the Polish board] might have severe infestations
of broad mites, Polyphagotarsonemus latus:

They are often pests on Capsicum and do stunt and destroy plants. 
I have had success controlling them with sulfur dust.
