Just wondering, is there any chilli plant that could survive outdoors all year round in the Finnish climate as far north as Oulu?

I think chilli plants won't survive the winter even in the southern Finland!

Wait, when I say survive, I mean like overwinter (recover from hibernation). Sorry for my noobness.

The answer is still a definite no. No plant can tolerate the winter conditions even in the most southern parts of Finland. Some chilies can tolerate freezing conditions for short times but not for weeks or months.
